Disability Services Plan

The Council endorsed the Shire's Disability Access and Inclusion Plan (DAIP) in July 2007, which was promptly followed by the adoption of a new Disability Access and Inclusion Policy.

The DAIP has provided the Council and staff with a series of key objectives which will ensure the progress of service for people with disabilities. A Shire Officer has been appointed the task of managing the Shire's Disability Access and Inclusion Plan to ensure progress towards the endorsed actions. Several actions have been completed, including a website upgrade and staff training.

Funding was sourced through WALGA to upgrade the Shire's website to provide information on disabled facilities throughout the district, expand the on-line business transaction opportunities and to ensure the website complied with software that enables sight disadvantaged people access to the information on a webpage. Shire staff recently completed a training course that provided them with skills for working with customers that have a disability.

Following the course, changes have been implemented at various Council sites to ensure access to the same level of service for people with a disability.

Mount Barker
Shire Administration Building Parking – Sealed and kerbed parking area with designated disabled bay and small ramp to footpath. Toilets – Disabled toilet has rails and wide entry. Building – Entry to building is level with double doors.
Public Toilets outside Office Both outside public toilets cater for the disabled with flat level wide entries, rails and plenty of room to manoeuvre wheelchairs.
Mount Barker Library Parking – Sealed and kerbed, level, unmarked parking area. No designated disabled parking bays. Toilets – No facilities for disabled. Building – There is a small ramp from the path to the main entrance double doors then a small step into the library itself. No rails provided.
Child Care Centre Parking – Sealed parking area with no lines marked. No designated disabled parking bay. Toilets – No facilities for disabled. Building – Ramp to entry, no rails, normal width door.
District Hall Parking – Level, sealed unmarked parking next to hall with ramp for disabled access to footpath. Toilet s – No facilities for disabled and would be unable to access either toilet with a wheelchair due to entry design. Building – Level entry with steps, ramp and rails to the front double width doors. A side entry has double doors and a ramp.
Home & Community Care Parking – Sealed and kerbed. No designated disabled parking bays, however parking for ‘Clients Only' signed at the front nearest the entry. Toilets – 2 Female and 1 Male toilets, all disabled friendly with rails, flat surfaces and wide doorways. Building – All flat level surfaces very disabled friendly.
Visitor Centre Parking – Sealed and kerbed. 1 disabled parking bay provided. Toilets – Flat, level entry. Normal width doors. No rails. Building – Double entry doors and flat entry.
Mount Barker Recreation Centre Parking – One designated disabled parking bay. Large sealed and kerbed level carpark. Toilet – Designated toilet/shower room for disabled with appropriate rails and level entry. Centre – Level entry with wide doors. Level interior floor surfaces. No extra rails outside of shower/toilet room.
Swimming Pool Parking – Sealed and kerbed. No disabled bay marked but ramp provided from parking area close to entrance. Toilets – Building – Paved, level surfaces. Wide entrance gate.
Frost Park Parking – Level, sealed parking area with signs for disabled and kitchen staff only. Ramp from carpark to footpath.from disabled bay. Toilets – Inside toilets have specific disabled toilets in both Gents and Ladies complete with rails and wide doorways etc. Outside toilet block has no facilities for the disabled. Main Building – Level surfaces with double door entry from the front. Change Rooms – Level entry, normal width door. No rails No facilties for the disabled.
Skinner Pavilion Parking – Shared with Frost pavilion with grassed access only to path in front of pavilion. Toilets - No facilities for disabled. Building – Normal width doors, no rails, level entry.
Taylor Denis Pavilion Parking – Shared with Frost pavilion with level path and wide entry. Toilets – Shared with Frost pavilion. Building – All level surfaces with wide open entrances.
Sheep Pavilion Parking – Level gravel area with no bays marked. Toilets – No facilities for disabled. Level entry with normal width doors. No rails. Building – Ramp to small entry with normal width door. Reasonably level entry through large double doors. No rails.
Arts Centre Parking – Sealed and kerbed with marked bay for disabled with level access to path and entrance. Toilets – Disabled toilet provided with wide doorway and rails. Building – Small ramp to normal width front door. Decorative rail near front door but not specifically for disabled.
Old Police Station/Gaol Museum Parking – No designated disabled parking bays. Unmarked level parking area. Toilets – No facilities for disabled at either male or female toilets. Steps up to verandah before reaching the toilets. No rails, No ramps. Buildings – No facilities for disabled. All doors normal width. No rails. No ramps.
Great Southern Regional Cattle Saleyards Parking – No designated disabled parking bays. Sealed, unmarked bays. High curbing to footpaths. No ramps for wheelchairs from parking area. Toilets – Disabled toilet facility provided. Yards –No access for disabled. Must climb many steps up to viewing platforms.
Kendenup
Kendenup Hall Parking – No designated disabled parking bays, however large, reasonably level gravel parking area. Toilets – A paved path leads to toilet block. No rails and normal width doors. Hall – Normal width door to one side entry with ramp and rails, however a small step into doorway. Front door has long paved path to double doors. No rails, no steps.
Kendenup Recreation Centre Hall Parking – No designated disabled parking bays, however large, reasonably level gravel parking area. Toilets – No facilities for disabled at the toilets or shower block. Normal width doors, no rails, small steps on entry. Hall – Side entry has double doors and cement slab with no rails and no steps.
Porongurup
Porongurup Hall Parking – No designated disabled parking bays, however large, reasonably level gravel parking area. Toilets – No facilities for disabled in the toilet block. Normal width doors, no rails, small step up into toilet block. Hall – Ramps and rails to entry doors. 1 ramp at front entrance with 2 rails, no steps and double door entry. Other entries have small steps from ramps to doors and single door entry.
Kamballup
Kamballup Hall Parking – No designated disabled parking bays, however large, reasonably level gravel parking area. Toilets - No facilities for disabled in the toilet block. Wide entry to ladies toilets. No rails. Smooth flat narrow path to toilet block. Hall – Back entry has double doors a ramp and 1 rail. Side entry has double doors, stairs and 2 rails. Front entry has stairs, double doors and 2 rails.
Narrikup
Narrikup Hall Parking – No designated disabled parking bays. Unmarked, level, gravel parking area. Toilets – Level entry. No rails. Normal doors. Hall – Front entry has paved ramp, no rails and double doors. Back entry has double doors, ramp and 2 rails.
Rocky Gully
Rocky Gully Hall Parking – No designated disabled parking bays. Unmarked, level, gravel parking area. Toilets – No facilities for disabled at toilet block. The toilets have wide, flat entrances. No rails, No steps. Hall – Back and side entries have ramps with rail on 1 side and 1 step into building. Front entry has 2 steps and double doors.
Woogenellup
Woogenellup Hall Parking – No designated disabled parking bays, however large, reasonably level gravel parking area. Toilets – No facilities for disabled. Normal width doors. No rails. Small step into toilet block. Hall – No ramps to doors. No rails. 2 steps up to entry doors. Double door entry to 2 sides of hall.
