Local Planning Scheme No. 5

A local planning scheme is the 'rule book' setting out the zoning of land and applying controls to how it can be used and developed.

Local planning schemes include some rules that are set by the State Government in the Planning and Development (Local Planning Schemes) Regulations 2015 and some rules that are adopted by the Shire Council.

The Scheme should be read alongside with the Regulations as well as the State Planning Policies, Residential Design Codes and other parts of the State Government's Planning Framework.

Amending the Scheme

Changing the zoning of land or another part of the local planning scheme the same as changing a law - it is not a short process but is sometimes necessary to reflect the community's preferred direction.

The first amendment to Local Planning Scheme No. 5 was finalised in May 2024 to help provide more opportunities for the establishment of child care services. To find more information please click here.

Applications to amend the Scheme are at the discretion of Council, subject to advertising, and will be assessed against Local Planning Policy No. 4.

Finding the zoning of your property

To check your zoning, please use Landgate's Locate Mapping System to access your zoning information.

This mapping system is interlinked with the State Government's register for zoning and stays up to date regularly so you can ensure the information you are getting is correct.

Local Planning Policies

Local planning policies (LPP's) (formerly known as Town Planning Policies (TPP's) provide guidance and detail on how the Shire implements the rules set by the Scheme. They are used by the Shire in assessing and making decisions on planning applications, as well as removing the need for approval for development that meets adopted standards.

Structure Plans

A structure plan illustrates the proposed structure and layout of a future development area.

The preparation of a structure plan is one of the first steps in progressing proposals for the development of new urban areas. In addition to illustrating details such as road configuration and the location of retail and community facilities such as shops, schools and public open space, a structure plan can show details such as housing density, land use classifications and buffer zones.

A structure plan can be prepared for a variety of planning purposes, but is generally done to indicate the way in which an area is proposed for development, as well as providing a broad framework to guide the Council when it considers subdivision and development proposals.
