Apply for a Building Permit

A building permit must be granted before permit-required building work starts.

Anyone may lodge an application, but the application must identify the responsible builder and include the correct form, plans, certificates, evidence and fees.

How to Apply

  1. Confirm whether planning, wastewater, bushfire or other approvals are needed first.
  2. Download the Building Permit Application Checklist
  3. Choose the certified or uncertified pathway and use the current BA1 or BA2 form (link at the bottom of this page).
  4. Prepare every item required by the Shire checklist and the building surveyor.
  5. Confirm the builder or owner-builder details and registration or approval requirements.
  6. Lodge the application using the Shire's current submission method and pay the applicable fees and levies.
  7. Do not start work until the permit is granted. Give the builder the permit, approved plans and conditions.

Fees and Levies

Application fees and statutory levies depend on the application type and value of work. Shire fees are reviewed annually. State fees and the Building Services Levy can also change. Some projects may attract the Construction Training Fund levy and a refundable Shire infrastructure bond.

From 1 July 2026, the Construction Training Fund levy generally applies to construction work valued at more than $100,000. The earlier threshold was $20,000. Check the current levy and transition guidance, pay the levy directly where required and provide evidence with the permit application.

Check the current fees before lodging. Do not rely on a saved fee schedule or an amount quoted for another project.

Need Help Preparing Documents?

The Shire can explain its lodgement requirements but cannot design the project or certify compliance for you.

Engage qualified professionals where the project requires technical assessment.

Complete Applications

The Shire may request further information if the application is incomplete or unclear. Please refer to the Building Permit Application Checklist at the bottom of this page.

Respond by the stated date and provide revised documents in a coordinated set.

A request for information may pause or extend the assessment process.

The Permit

Read the permit and every condition before work begins.

Keep the permit and approved documents available for the project.

Changes to the design, builder or scope may need approval before the changed work is carried out.
